Brian J. Gerber is an assistant professor of public administration in the School of Applied Social Sciences at West Virginia University. His research specialization is in homeland security policy and administration, disaster management, and regulatory policy, especially environmental regulation at the state level. He has published articles in journals such as Journal of Public Administration Research and Theory, Political Research Quarterly, Policy Studies Journal, State Politics and Policy Quarterly, Public Finance and Management, and Urban Affairs Review. He is also a Research Associate with the Regional Research Institute at West Virginia University, and was a Research Fellow with the “Enabling the Next Generation of Hazards Researchers” program, which was administered by the University of North Carolina and funded by the National Science Foundation.
Dr. Gerber has extensive experience performing policy analysis and evaluation work for state and local government agencies. Leading a research team at West Virginia University, he recently completed a study of the potential disaster management implications of mass evacuations following terrorist attack events in urban areas, with a particular focus on potential event scenarios in the Washington, D.C. area. The objective of the project was to provide policy and planning data to enhance state-level disaster preparedness.
He is also nearing completion of a major research project funded by the National Science Foundation. That project examines homeland security preparedness efforts at the local government level across the U.S. and includes a nationwide survey of city and county government officials.
Dr. Gerber is currently engaged in the development of a program concentration area in homeland security and disaster management policy for WVU Master of Public Administration students.
