Preparing West Virginia for Pandemic Influenza:
A Summit for Regional and Local Leaders


Overview
"Over the last couple of years, a small number of people in Asia and Europe have become ill with a strain of flu that normally affects birds. There are no cases of bird flu in humans in the United States at this time. Most, if not all, of these people have gotten the illness directly from birds*not from other people. But for those that have contracted the bird flu, this strain of flu appears to be severe with a high death rate. There is concern that this strain of bird flu could cause a pandemic -- a dangerous global outbreak of disease. A pandemic may or may not result from the current bird flu. A global outbreak from birds will only happen if the flu virus changes (mutates and/or shifts) so that people can easily get it from each other. That has not happened yet, but health officials believe that it will eventually. It is important to be prepared and the more we plan now, the better off we will be in the future. Planning for a pandemic also helps us prepare for the normal annual flu season and other public health emergencies and disasters." -- from the Monongalia County Health Department.

On March 6, 2006, government officials and local emergency responders met at the Radisson Hotel in Morgantown, WV, for a summit on preparing West Virginia for pandemic influenza. A State Prepared: Calling a State to Action
James Spears, Secretary
WV Dept. of Military Affairs and Public Safety
Secretary Spears has been in his current position since he was appointed by Governor Joe Manchin, III, on January 17, 2005. As the Secretary of DMAPS and the WV Homeland Security Advisor, he is responsible for eleven divisions of approximately 10,500 employees and a half-billion dollar budget.

Putting Pandemics in Perspective
Catherine Slemp, M.D., M.P.H.State Health Officer, WVDHHR
Dr. Slemp currently holds two positions with the Bureau for Public Health in the West Virginia Department of Health & Human Resources. She is the Acting State Officer and the Executive Director of the Division of Threat Preparedness. She has been with the Bureau in these and other positions for the past 12 years and is on the faculty of West Virginia University's Department of Community Medicine.

Dr. Bixler is the Director of Infectious Disease Epidemiology for the West Virginia Department of Health and Human Resources. She has 12 years of experience working in public health in Indiana and West Virginia.

Pandemic Flu from the Homeland Security and Emergency Management Perspective: Key Planning Issues and Principles
Jimmy Gianato, Director

WV Division of Homeland Security and Emergency Managment
In September 2005, Mr. Gianato was appointed Director of Emergency Services for West Virginia by Governor Joe Manchin, III. He has operational and planning responsibility for the state's response to all emergency and disaster operations and consequence management for incidents involving Weapons of Mass Destruction and Terrorism. During federal disasters, he serves as the Governor's State Coordinating Officer with the Federal Emergency Management Agency.

Health and Medical Integration Into Emergency Management

Jerry Rhodes, Deputy Director
Division of Threat Preparedness, WVDHHR

Prior to Mr. Rhodes's current position, he served many years as a firefighter/paramedic and retired from the Houston, Texas Fire Department with the rank of Captain. He then served seven years in the West Virginia Office of Emergency Medical Services prior to moving into public health threat preparedness.

Mark Fischer
Assistant Director for Program Operations, VMC/Homeland Security Programs

Mr. Fischer has an extensive background in emergency services. He has been involved in areas of criminal justice, fire, EMS, emergency management and special event planning. He has over 20 years experience in Florida in commanding large incidents including brush fires, structure fires, hazardous materials emergencies, hurricanes, tornadoes, accidents in multiple transporation modes and community space launch preparations. He spent seven years as Deputy Fire Chief, Fire Marshal and Emergency Management Director for Cocoa Beach, FL. Mark is a contract instructor for FEMA with the National Fire Academy at the National Emergency Training Center, and is a Master Exercise Practitioner.
